Energy Stabilization Assistance Program

The Energy Stabilization Assistance Program (ESAP) helps Baltimore City residents who are still struggling to pay their energy bills—even after receiving OHEP assistance. 

If you’ve already gotten help through OHEP but are still at risk of having your utilities turned off, ESAP may be able to help.

ESAP is not a replacement for OHEP—it’s an additional support for residents who still need help after receiving OHEP benefits. 

  • ESAP provides extra financial support to: 

    • Help prevent your gas or electric from being shut off 

    • Keep your household stable during high energy costs 

    • Support families who still have unpaid utility bills after other assistance 

  • You may qualify if you: 

    • Live in Baltimore City 

    • Received OHEP benefits this year 

    • Are at risk of utility shutoff or already have a turn-off notice 

    • Still have a past-due energy bill 

    • Are experiencing financial hardship 

    Some households may be served first, including those with: 

    • Seniors (age 60 and older) 

    • Young children (under age 6) 

    • People with disabilities 

    • Residents with medical needs 

    • Very high energy bills compared to income 

  • To apply, you should be ready to provide: 

    • Proof you received OHEP this year 

    • A utility turn-off notice or proof your service is at risk 

    • Your current utility bill showing a balance
