RENTAL ASSISTANCE

The Mayor’s Office of Children & Family Success and other city agencies will be  supporting Baltimore’s federal workers affected by the ongoing shutdown—helping families stay secure through access to essential services such as food, childcare, and rental assistance. The Baltimore City Community Action Partnership (BCCAP) operates five community-based CAP centers that administer the city’s energy, water and rental assistance programs and collaborate across the community to connect families to the resources they need to move toward financial stability.

To be eligible for assistance through MOCFS/BCCAP, you must:

  • Be a Baltimore City Resident

  • Be an employee of the Federal Government

  • Be impacted by the Federal Shutdown

  • Have proof of Employment (work identification card, employment letter, pay stub)

  • Provide identification for all adults over 18 years old in the household

  • Provide your current and fully executed lease

FAQ’S

  • Baltimore City residents and,

    Federal workers effected by the government shutdown and paying rent to private landlords. Residents can apply for rental assistance for October and November.

    • Proof of Baltimore City residency (state ID or alternative ID options are permitted)

    • Proof that they are a furloughed federal employee or contractor by providing official documents like a federal government ID, the last paystub, or an email/letter from the employer stating the furlough

    • Fully executed signed lease agreement

    • Landlord name, email, and phone number

  • Unpaid base rent for October 2025 and November 2025

  • The city pays directly to the landlord on behalf of the tenant.

    • Yes, the landlord needs to provide the following documents:

      • Proof the unit is licensed

      • Proof that the property taxes on the unit are current

      • Signed electronic funds transfer document

      • Voided check

      • Completed W9

      • Rental ledger

  • Once your application is approved, it will take seven to ten business days to process and issue the payment.
